A 22-year-old left Man City after his contract with the club expired and joined another English Premier League (EPL) team, Watford, on a 6-year deal on 24 July 2019.

Tom debuted for Watford in a 3–3 draw match against Tranmere Rovers in the FA Cup third round and netted the opening goal.

On 3 October 2020, he was injured in the first half of his debut league start against Reading. Watford confirmed that the midfielder would undergo an anterior cruciate ligament injury surgery. That injury made him stay out and take rest for approximately six months.

In the summer of 2021, the Hornets transferred him to the Championship side, Reading, on a season-long loan to get more playing time and thoroughly mend his fitness.
