As a senior player, he led his team to a 31–2 record and the Pennsylvania Interscholastic Athletic Association (PIAA) 4A state championship, scoring 25 points in the title game. After defeating Brown and Providence by scoring 20 points on December 4, 2017, Fatts was named Atlantic 10 Freshman of the Week. He averaged 7.0 points per game as a rookie.
In an 83–78 overtime win over Oklahoma in the NCAA Tournament, he scored 15 points, including two game-winning free throws with 11 seconds remaining, and added five assists and two steals. A point guard set a career-high with 41 points in an 86–85 overtime win over St. Joseph’s on March 5, 2019.
It was a career-high for a Rhode Island player in an away game. Russell averaged 14.2 points and 3.7 assists per game as a sophomore.
He hit the 1,000-point mark on January 15, 2020, when he scored 25 points against St. Joseph’s. In an 87–75 victory over VCU on January 30, he scored 30 points. Russell was added to the Naismith Trophy’s midseason watch list on February 13.
Fatts Russell was chosen First Team All-Atlantic 10 and Defensive Team after the regular season. In addition, he was also selected to the National Association of Basketball Coaches‘ 2019-20 Division I All-District 4 First Team and the United States Basketball Writers Association District I Player of the Year.
A point guard finished the season second in Division I with 18.8 points and 2.9 steals per game. Following the season, he was announced for the NBA draft in 2020, but he hoped to maintain his college eligibility.
He became Rhode Island’s all-time steals leader in a game against Dayton on February 16, 2021. As a senior, he earned Third Team All-Atlantic 10 accolades, averaging 14.7 points, 4.5 rebounds, and 4.5 assists per game. Russell moved to Maryland after the season.
