Caleb Mills joined Houston during the semester break in January 2019 after graduating early from high school. He was a redshirt freshman who practiced with the team and against Corey Davis, Galen Robinson, and Armoni Brooks in the backcourt.

In a 76–43 win over Tulsa on February 19, 2020, he set a rookie season-best with 27 points, including 22 in the second half. Caleb scored the first 19 points of the second half for his squad.

As a freshman, he came off the bench, averaging 13.2 points per game, and earned Second Team All-American Athletic Conference (AAC) and AAC All-Rookie Team honors.
